> The agreement targets wider USDC access in emerging markets. Circle's proposed Tazapay acquisition would add local payout connections if it closes.

Circle's five-year agreement with Binance aims to expand access to USD Coin (USDC) in emerging markets and includes a $100 million strategic investment, adding an exchange distribution channel for the stablecoin.

The companies announced the agreement Sept. 22. It renews their commercial relationship, but they have not identified the markets or launch dates it covers. Circle has not specified how it will use Binance's investment.

Circle has separately [outlined a goal of entering about 40 emerging and developing markets](<https://www.tokenpost.com/news/business/34054>). Circle Chairman and CEO Jeremy Allaire set out that goal Oct. 16, citing demand for stablecoins and digital financial services across Southeast Asia, Latin America, Africa and the Middle East. Circle has not named the countries or provided an entry timetable.

Circle also agreed to acquire Singapore-based cross-border payments platform Tazapay in [a proposed deal valued at about $400 million](<https://www.tokenpost.com/news/business/33885>). Circle announced the proposed acquisition in September.

As of July 31, Tazapay had at least 60 banking and fintech partners and local payout rails spanning more than 100 markets. Those connections would expand Circle's payment infrastructure if the purchase closes. Circle has not identified which of those markets, if any, are among the roughly 40 it aims to enter.

The two arrangements have different stated purposes. The Binance agreement concerns access to USDC through an exchange, while the proposed Tazapay purchase concerns local payment connections. Neither announcement sets out a country-by-country rollout for Circle's separate expansion goal.

USDC circulation was $73.3 billion at the end of the second quarter of 2026, up 19% from a year earlier. On-chain transaction volume reached $14.8 trillion during the quarter, up 151%. Circulation measures the amount outstanding at a point in time; transaction volume measures activity over a period. Neither figure isolates activity in the regions Circle named.

On Oct. 12, USDC had $72.7 billion in circulation and $73.0 billion in reserves.

The proposed acquisition remains subject to the transaction's terms and process.
