> The tender covers three freight lines under 50-year concessions, with offers due Nov. 11.

Grupo México decided on Oct. 21 not to proceed with a bid in Argentina’s national and international tender for the Belgrano Cargas freight rail network. The decision came before the Nov. 11 offer deadline, so the company is not withdrawing a bid it had already submitted. The tender would place three rail corridors under 50-year concessions.

The tender covers 7,594 kilometers of track across 16 provinces. Its three lines are General Belgrano, General San Martín and General Urquiza. The concessions also cover adjacent property, and the tender gives the future operators the option to purchase rolling stock.

Argentina’s proposed system separates infrastructure management from freight operations. Concessionaires would manage the tracks while allowing multiple freight companies to use them. That open-access arrangement means the concession holder would not be the only operator able to run freight services on the network.

Grupo México had previously described the Argentine opportunity as attractive under an integrated operating model. It also indicated that an open-access structure would not interest the company. The tender’s design therefore differs from the model the company had said it preferred, though its Oct. 21 decision did not include a reason for not proceeding.

The decision leaves Grupo México out of the competition for the three rail concessions. The offer deadline is Nov. 11; the tender schedule sets the opening of offers for that day as well.
