> The nonbinding memorandum covers tokenized real-world assets and instruments, digital-asset payment solutions, and remittance and settlement tools.

Bybit Kazakhstan and Alatau City Authority will explore tokenized real-world assets, digital-asset payments and cross-border transfers for Alatau City, which is being developed in Kazakhstan under rules for digital-asset activity.

Bybit Kazakhstan announced Oct. 22 that the parties had signed a memorandum of cooperation during the AI & Digital Bridge 2026 forum in Astana, held Oct. 1-3. Alatau City Authority is the special management organization responsible for the city's operation and development under a special legal regime.

One area of work is exploring models for issuing and recording tokenized real-world assets and instruments, how they could circulate and, where applicable, whether they could be admitted to trading. A second covers developing digital-asset payment solutions for city residents, businesses and visitors. The third is developing remittance and settlement solutions that use digital assets.

The memorandum sets out areas for cooperation but is nonbinding. It does not itself grant a license, permit, authorization or regulatory approval, or endorse any product or service. Activities that result from the discussions remain subject to applicable licensing and regulatory requirements.

Ablaikhan Aubakir, country manager at Bybit Kazakhstan, said the proposed areas could provide practical benefits. “Tokenization, payments and cross-border settlements are the areas where digital assets can bring the most practical value to people and businesses,” he said.

Bybit Kazakhstan is an AIFC participant licensed by the Astana Financial Services Authority (AFSA) to operate a digital-asset trading facility and provide money services related to digital assets.

Alatau City is also part of [a separate Tether agreement on a tenge-pegged stablecoin and asset tokenization](<https://www.tokenpost.com/news/regulation/27538>). Signed Oct. 7 by Tether, the National Bank of Kazakhstan and Alatau City Authority, that agreement calls for exploring a stablecoin linked to Kazakhstan's currency and tokenized real-world assets; it does not confirm a launch.
