> The commitment expands training, cloud migration funding and technical resources for partners, including those developing applications and AI agents.

Oracle will commit $1 billion over four years to expand support for companies building and delivering services across its cloud, database and applications businesses, including partners developing AI applications and agents.

The commitment expands benefits and incentives across the Oracle PartnerNetwork. Support includes training and certification, technical resources, and environments for partners to develop, test and demonstrate products. The package also includes cloud migration funding, sales collaboration and opportunities to commercialize partner products through Oracle Marketplace. Oracle has not provided an annual spending schedule or assigned amounts to individual programs.

The network includes systems integrators, independent software vendors, cloud and managed service providers, distributors, resellers and advisory firms. These companies work across Oracle Fusion Applications, Oracle Database, Oracle Cloud Infrastructure and related AI services. Their work can range from developing products for Oracle customers to carrying out implementations and support.

Partners can use the resources to develop specialized applications, integrations, accelerators and AI agents. They can also help customers with implementations, database modernization, cloud services and adoption after deployment. Oracle AI Success Navigator is one resource for post-deployment support.

“Our partners extend our sales reach, expand our delivery capacity, and bring their own innovation and investment to help customers address evolving business needs,” Mark Hura, president of Oracle Global Field Operations, said.

The plan connects partner resources to product development, sales, migration and customer support. The announcement gives no quantified targets for adoption or customer results. Oracle also has not specified how much of the $1 billion will be paid as monetary incentives or Oracle Partner Credits, or used for other resources. Benefits and incentives remain subject to program terms and eligibility requirements.

The new commitment is separate from the more than $1.5 billion that systems integrators and consultancies committed to Oracle’s AI Data Platform in October 2025. That earlier amount represented partner investment in the platform.

Oracle dated the announcement Friday, Oct. 23. Its AI World conference is scheduled for Sunday, Oct. 25, through Wednesday, Oct. 28, in Las Vegas. The announcement did not identify precise start and end dates for the four-year period.
