> The treasury action closes Nov. 20; an Oct. 30 snapshot showed 26 DRep yes votes and 27 no votes.

Cardano delegates are weighing a request for 9.6 million of Cardano’s native token, ADA, to fund Trivolve Tech’s proposed police evidence platform. The treasury action would support a system intended for an Indian state government and is open for votes until Nov. 20.

The Police Force Management System, or PFMS, is described as an open-source evidence-management system. The proposal seeks funding for its design, development and deployment, and projects more than 1.5 million Cardano mainnet transactions in its first year. It proposes dividing verification revenue among the Cardano treasury (70%), core Cardano library maintenance (20%) and Trivolve Tech (10%).

A tally snapshot taken Oct. 30 at 6:16 p.m. ET (22:16 UTC) showed 26 delegated representative, or DRep, yes votes, representing 20.39% of the tally’s stake base. Twenty-seven no votes represented 13.30%. Abstaining stake was excluded from that denominator, while unvoted and No Confidence stake remained in it.

The treasury withdrawal requires yes votes representing 67% of active DRep stake and approval from two-thirds of Constitutional Committee seats. With seven seats, five committee members must vote yes. One committee vote was recorded as “constitutional” in the Oct. 30 snapshot. Stake pool operators do not vote on treasury withdrawals.

Cardano voting weight follows the ADA delegated to a DRep, not the number of people represented. Active DRep stake that has not voted remains in the ratification denominator, while abstaining stake is removed. ADA without governance delegation does not count toward a vote.

The proposed payments extend over 15 months: 1.8 million ADA at kickoff, 2 million ADA at month three, month eight and month 12, followed by 1.8 million ADA at month 15. The proposal makes the final four payments conditional on deliverables verified by an independent assurer and the administrator. It uses a planning rate of $0.23 per ADA, valuing the request at $2.208 million, and proposes a $2.88 million spending cap at $0.30 per ADA.

The Cardano Foundation is named as administrator, has voted yes and has a 200,000 ADA administration budget line. Its vote rationale names Telangana as a potential deployment setting. A separate TrivolveTech system, the Forensic Management System, operates with police in Uttar Pradesh; that deployment does not establish that PFMS has been funded or launched.

The on-chain action’s cutoff is Nov. 20 at 4:44:51 p.m. ET (21:44:51 UTC).
