> Its companywide premiums-to-surplus ratio was 2.9-to-1 at the end of 2025, and the vehicle subsidiaries covered by the target accounted for 91% of that year's net premiums written.

Progressive has clearance from two regulators to target a 3.5-to-1 premiums-to-surplus ratio for personal auto, CFO Andrew Quigg said Nov. 3. The ratio measures an insurer's premiums against its surplus, a regulatory capital measure that indicates underwriting scale relative to capital rather than corporate debt.

At the end of 2025, Progressive's companywide net-premiums-written-to-surplus ratio was 2.9-to-1. Vehicle-business subsidiaries in two states had permission to target a maximum of 3.5-to-1, and those subsidiaries accounted for 91% of Progressive's net premiums written that year.

The 3.5-to-1 figure is a target, not an updated ratio for the approved businesses. Management provided no timetable for reaching it and no current ratio for those subsidiaries.

Progressive's [third-quarter earnings](<https://www.tokenpost.com/news/business/31784>) included $22.301 billion in net premiums written for the quarter ended Sept. 30, up 4% year over year, and net income of $2.542 billion. Policies in force totaled 40.489 million, an increase of 6%.

Progressive is also researching and testing agentic technology. CEO Tricia Griffith said inbound interactions involving agentic technology over the preceding few weeks were a “rounding error” compared with overall volume. She described the work as a set of tests and pilots, without giving a launch plan or results.

Griffith also said Progressive had dozens of advanced AI initiatives in production, but did not link those initiatives specifically to the agentic tests.
