> Anyone can submit a proposal by Nov. 8. The groups say they would support NU7.1 only if a proposal reaches rough consensus.

Project Tachyon, Shielded Labs, Valar Group, the Zcash Foundation and ZODL have set a November timetable for proposals and polls on Zcash Community Grants’ (ZCG) share of development funding, with rough consensus potentially prompting work on a network upgrade.

Anyone can submit a proposal through 6:59 p.m. ET on Nov. 8 (23:59 UTC). The groups plan to post draft poll questions and answer choices Nov. 9, followed by discussion through Nov. 15. Polling among coinholders and community panels is set for Nov. 16-30, with voting scheduled to end at 6:59 p.m. ET (23:59 UTC) on Nov. 30.

The five organizations said the proposal process initially concerns ZCG’s share of development funding. It leaves final poll language open, with draft questions and choices due Nov. 9. The schedule itself makes no change to funding rules.

The five organizations have made the next step conditional: If a proposal gains rough consensus, they would support NU7.1. Their plan calls for engineering teams and miners to work on the upgrade and choose a target date. The timetable does not specify how rough consensus will be measured.

The process follows ZCG’s Nov. 3 decision to drop an Oct. 29 outline that would have reduced its future funding and shifted part of its treasury toward miner rewards. The existing split remains 80% of block rewards for miners, 8% for ZCG and 12% for a pool whose use is directed by coinholders. Together, the two development allocations make up one-fifth of each block reward.

Those funding shares are scheduled to continue until the third halving, with the block-height endpoint adjusted for NU7. NU7 went live Nov. 5 at block 3,543,405, changing Zcash’s target time between blocks from 75 seconds to 25. The [upgrade’s mainnet activation height](<https://www.tokenpost.com/news/technology/38688>) had been set before it went live.

Block rewards and the issuance schedule were scaled to keep daily ZEC issuance steady. The 25-second figure is an average target, so individual transaction confirmations can take more or less time. The upgrade did not resolve who receives future development funding. The next deadline is Nov. 8 at 6:59 p.m. ET, when the proposal submission window closes.
