> Morgan argued Ripple could have distributed unused monthly releases instead of returning them to the escrow rotation.

Lawyer Bill Morgan criticized Ripple’s XRP (XRP) escrow practice in a Nov. 1 post, arguing the company could have distributed unused monthly releases instead of returning them to escrow.

Morgan pointed to Ripple’s December 2017 setup, which placed 55 billion XRP into 55 contracts. Each contract held 1 billion XRP. He argued Ripple could have distributed each monthly allocation rather than re-locking unused tokens.

Monthly expirations began in January 2018, with releases capped at 1 billion XRP. That cap set the maximum potential supply entering circulation each month; it did not commit Ripple to distribute the full amount. Unused tokens could return to the back of the escrow rotation and expire again 55 months later.

If all 55 original tranches had been distributed and none re-locked, the final tranche would have fallen in July 2022. That date follows from the monthly schedule and does not describe Ripple’s actual distributions.
