> Shrinking workforces and rising retirement spending are raising fiscal concerns. France has faced protests over pension reforms, and a shift to investment-funded pensions there could require more borrowing.

Europe’s aging population is straining public pension systems as shrinking workforces and higher retirement spending raise concerns about fiscal stability and the cost of servicing government debt.

Across Europe, pressure from retirement spending and resistance to reform risk prolonging deficits and increasing debt-service costs. Governments are trying to meet retirement commitments with fewer workers.

French pension reform efforts have faced widespread protests. With fewer workers financing more retirees, France may need to increase the retirement age, trim pension payouts or borrow more.

Investment-funded workplace pension systems in Denmark, Sweden and the Netherlands offer greater financial flexibility. A transition to that approach in France would require substantial upfront spending and could mean more borrowing to keep paying current retirees.
