Anthony Gutman, co-CEO of Goldman Sachs International, called for lower government spending and stronger growth to address rising borrowing costs across the Western world.

Gutman highlighted recent turmoil in U.S. Treasury and French government bond markets, saying fiscal pressures leave governments facing trade-offs. He said Europe’s election cycle is adding policy uncertainty and instability for businesses.

“We need lower fiscal deficits, and we need more durable economic growth,” Gutman said.

The 10-year U.S. Treasury yield was last seen at 5.2581% Monday, down one basis point. France’s 10-year government bond yield was 4.8812%, up more than one basis point.

Gutman said he hoped a combination of lower spending and higher growth would provide comfort as governments address the pressure. Spain’s Prime Minister Pedro Sanchez announced plans Monday for a snap general election on Nov. 29, adding to the political uncertainty he described.
