Treasury Secretary Scott Bessent has appointed Judy Shelton as a counselor on currency policy, adding a former Federal Reserve nominee to his team as the department evaluates financial conditions in China.

Shelton will focus particularly on China’s financial conditions and advise Bessent on their implications for currency policy. Her appointment places her in a policy role without requiring Senate confirmation.

The move follows the Senate’s rejection of President Donald Trump’s 2019 nomination of Shelton as a Federal Reserve governor. A bipartisan group of senators opposed her over concerns about Federal Reserve independence, her support for the gold standard and her questioning of whether the United States needed a central bank.

Shelton has spent her career examining countries’ monetary and financial conditions and how they affect exchange rates. She previously served as a senior fellow at the Independent Institute and at the Hoover Institution at Stanford University.

She holds a Ph.D. in business administration from the University of Utah and has written about international monetary policy, including in her 1988 book, “Money Meltdown,” and her 1989 book, “The Coming Soviet Crash.”

The appointment gives Bessent another counselor alongside [David Zervos](<https://www.tokenpost.com/news/people/24886>), who was previously named to the same position. Zervos advises Bessent on policy matters, and his appointment also did not require Senate approval.
