> Webb will lead regulatory engagement in the United States and abroad after serving on detail to a Senate committee and in several CFTC roles.

Solidus Labs named former Commodity Futures Trading Commission (CFTC) official Kevin Webb vice president of policy on Oct. 14, adding a regulatory-engagement lead as U.S. lawmakers debate digital asset market rules.

Webb will oversee the company’s regulatory engagement in the United States and internationally. His remit includes legislators, regulators, industry associations and standards bodies. Solidus provides trade-surveillance and compliance technology, connecting the role to policy discussions about oversight of digital asset markets.

Before joining Solidus, Webb served on detail from the CFTC to the Senate Committee on Agriculture, Nutrition, and Forestry. He advised Chairman John Boozman on digital asset market structure and derivatives. Webb spent eight years as a senior trial attorney in the CFTC’s Division of Enforcement. He later served as special counsel to then-Chairman J. Christopher Giancarlo before becoming chief of staff to Commissioner Brian Quintenz.

“I’m excited to continue that work at Solidus Labs,” Webb said.

The appointment comes as lawmakers debate the proposed Digital Asset Market Clarity Act. The bill would give the CFTC authority over digital commodities and clarify the Securities and Exchange Commission’s (SEC) jurisdiction over investment contracts involving those assets. Its proposed division of responsibilities addresses which federal agency would oversee different parts of the digital asset market.

On Sept. 15, the Senate voted 49-50 against invoking cloture on a motion to proceed to the bill, with one senator not voting. The procedural vote did not decide the bill’s passage; it left the measure short of consideration. The [Senate vote that stalled the CLARITY Act](<https://www.tokenpost.com/news/regulation/23676>) left the proposed agency boundaries unresolved.

On Oct. 5, the CFTC outlined its first round of proposed crypto-market regulations after Congress failed to advance the legislation. The agency’s rulemaking effort followed the stalled Senate vote, while the bill’s proposed allocation of oversight responsibilities remained unresolved.
