The European Union’s securities regulator will make digital innovation a supervisory priority from 2027, initially focusing on artificial intelligence and tokenization to strengthen oversight of new technologies.

The European Securities and Markets Authority (ESMA) will coordinate the Union Strategic Supervisory Priority with national regulators across the bloc. The effort will build supervisors’ expertise and capacity while maintaining investor protections and safeguards in EU financial markets.

Supervised firms’ use of artificial intelligence and tokenization will be the first areas examined. The program will remain flexible as other technologies emerge, including frontier AI models.

The digital innovation priority will operate alongside ESMA’s existing Union Strategic Supervisory Priority on cyber and operational resilience, which has been in place since 2025. Together, the priorities direct regulatory resources toward risks affecting investor protection, financial stability and the orderly functioning of EU markets.

ESMA is also concluding its supervisory priority on environmental, social and governance disclosures this year. The initiative began in 2023, and ESG information remains a long-term supervisory effort even after the priority ends.

The digital innovation program begins in 2027, while the cyber and operational resilience priority continues.
