South Korea’s Financial Services Commission (FSC) is considering introducing a cryptocurrency market-maker system to improve market efficiency and stability despite a current legal ban on such activities.

The review could form part of the second phase of South Korea’s digital-asset legislation. It represents consideration of a new regulatory framework rather than an adopted policy change.

FSC digital finance policy official 류영준 said exchanges should maintain sufficient capital and operational capacity. Core exchange functions, including trade execution, transaction support and monitoring for abnormal transactions, could move from self-regulation to public-law regulation.

The broader legislative work is expected to address governance rules for major shareholders and executives, diversification of digital-asset business types, and trading environments designed to build trust.

It is also expected to cover digital-asset issuance and disclosure standards, won-denominated stablecoins and stronger protections for users.
