SEC Chair Paul Atkins said Sept. 29 that the Securities and Exchange Commission has launched an Innovation Exemption as it develops rules for on-chain financing and tokenized-securities trading.

The framework allows companies to issue tokenized securities representing real rights and interests in underlying securities, Atkins said. The approach is intended to bring the securities themselves onto blockchain networks for trading.

Atkins said the SEC is continuing to move financing activity and securities transactions on-chain, describing the direction as attractive and indicating that the agency plans to advance the work.

The announcement places tokenized securities within the SEC’s broader effort to establish a regulatory framework for blockchain-based financial activity.
