President Donald Trump joined leaders from Google, Anthropic, Meta, OpenAI, xAI and Nvidia in a White House accord aimed at establishing voluntary safety controls for companies training and deploying frontier artificial intelligence models.

The document, titled the “White House Accord on Super Intelligence — Joint Commitment on Frontier Responsibilities,” addresses model capabilities, alignment, cybersecurity, biosecurity and chemical threats. Its commitments are voluntary and carry no stated penalties.

The framework outlines four layers of oversight. Companies are expected to maintain continuous internal monitoring, empower a safety team to respond to problems, use independent external auditors or evaluators, and create a board-level committee to review risks and track corrective action.

The participating companies also agreed to meet regularly to develop shared safety standards and best practices. The accord leaves open the possibility that its principles could later be incorporated into law or regulation, but it does not establish common testing requirements, fines or a uniform implementation deadline.

The companies’ participating leaders were Sundar Pichai of Google, Dario Amodei of Anthropic, Mark Zuckerberg of Meta, Greg Brockman of OpenAI, Elon Musk of xAI and Jensen Huang of Nvidia. Huang said companies building the technology should bear primary responsibility for its safe development and deployment, adding that public trust will be as important to superintelligence’s future as its capabilities.

The agreement brings companies with different approaches to AI safety and model openness under a shared voluntary framework. Anthropic has favored stricter frontier-AI safeguards, OpenAI operates preparedness and external-testing programs, Meta has emphasized open models, and xAI has followed a different approach to model release and governance.

Its practical effect will depend on how the participating companies apply the controls and whether the principles later move into formal regulation.

The document also contains a typographical error beneath Trump’s signature, identifying him as “President of the Unites States” instead of “President of the United States.”
