> San Basilio will replace Carlo Comporti, who is scheduled to become chair of the European Union securities regulator on Nov. 1.

The European Securities and Markets Authority (ESMA), the European Union’s financial markets regulator, has appointed Carlos San Basilio to its Management Board, adding Spain’s securities regulator to the body overseeing the authority’s work.

San Basilio, of Spain’s Comisión Nacional del Mercado de Valores (CNMV), was elected during ESMA’s Board of Supervisors meeting in Paris on Oct. 6. He will replace Carlo Comporti of Italy’s Commissione Nazionale per le Società e la Borsa (CONSOB).

Comporti will leave the Management Board to become ESMA chair effective Nov. 1. He will remain on the board as an ESMA representative after taking the new role.

Starting Nov. 1, the board will include Thorsten Pötzsch of Germany’s Bundesanstalt für Finanzdienstleistungsaufsicht, San Basilio of Spain’s CNMV, Marie-Anne Barbat-Layani of France’s Autorité des Marchés Financiers, Christopher P. Buttigieg of the Malta Financial Services Authority, Peter Tkáč of Slovakia’s Národná Banka Slovenska and Armi Taipale of Finland’s Finanssivalvonta.

The board will also include Comporti as an ESMA representative. Natasha Cazenave, ESMA’s executive director, will serve as a nonvoting member, while Vojtěch Belling, ESMA’s vice chair, will participate as an observer. A European Commission representative will serve as another nonvoting member.

The board oversees ESMA’s work and the responsibilities set out in the authority’s founding regulation. Comporti’s transition to the chairmanship and San Basilio’s appointment take effect Nov. 1.
