> Ukraine says Russian forces attacked power facilities over the past week, while European officials questioned whether the arrangement can hold.

Ukrainian President Volodymyr Zelensky accused Russia of violating an energy ceasefire announced by President Donald Trump and urged the United States to enforce the arrangement, adding geopolitical risk for markets.

Zelensky said Russian forces attacked a thermal power plant in Kharkiv and launched more than 200 strikes against Ukraine’s power-generation and transmission infrastructure over the past week. He also cited 17 attacks on oil and gas facilities.

Zelensky said Ukraine had not received specific terms for the ceasefire and learned of the agreement through media reports. He added that Ukrainian forces did not attack Russian refineries Sunday night.

French President Emmanuel Macron said he had seen no sign over the previous 48 hours that Russia was complying with the energy truce. European Union foreign ministers also approved nearly 1,600 additional sanctions listings targeting Russia’s military-industrial complex, with more than half tied to ballistic-missile production.

Russia had not issued a response to the ceasefire arrangement.
