> The measure would cover self-custodied holdings and impose fines of up to $11,000, but it has not yet become law.

France’s National Assembly Finance Committee has advanced a proposal requiring residents to disclose self-custodied crypto holdings worth at least €100,000, or about $112,000, at the end of the year.

People who fail to report qualifying assets could face fines of up to €10,000, equivalent to about $11,000. The measure has not become law and may still be amended as it moves through the legislative process.

The proposal has drawn warnings from crypto privacy advocates. Harry Halpin, CEO of privacy infrastructure company Nym, said concerns about French tax officials allegedly selling taxpayer data to criminals could make additional disclosure requirements a security risk for asset holders.

Rand Hindi, founder of privacy protocol Zama, urged French crypto holders to leave the country and advised those unable to do so to arrange security for their families.

The committee also approved measures that would treat crypto-to-stablecoin conversions as taxable sales and expand the scope of France’s crypto exit tax. A related budget-revenue provision was later rejected by a 31-3 vote, requiring the measures to be resubmitted.
