> The announced shipment schedule is still being worked out, and Russian refinery throughput reached a more than 20-year low in July.

Russian Deputy Prime Minister Alexander Novak said a planned diesel arrangement with the United States could support Russian refinery output, oil production and tax revenue, as refinery throughput fell to its lowest monthly rate in more than 20 years.

Novak called the arrangement “a positive signal” for Russia’s economy. Russian and U.S. officials and companies were negotiating supply contracts, and arranging and loading the first shipment would take time.

Russian refineries processed an estimated 3.7 million barrels of crude per day in July. The figure was the lowest monthly throughput rate in more than two decades.

President Donald Trump announced the shipment schedule Oct. 9: more than 300,000 metric tons immediately, 500,000 metric tons in November and 1 million metric tons immediately thereafter. The announcement did not settle how much diesel would go specifically to U.S. buyers.

The U.S. Treasury has authorized covered transactions involving Russian-origin diesel through April 7, 2027. The authorization does not set shipment volumes or guarantee deliveries.

Novak’s remarks did not confirm a finalized contract or an agreed first delivery. The announced schedule remains subject to supply contracts and delivery arrangements being worked out.
