> Six companies signed it Sept. 29, but Samuel Vance-Law says the pact leaves auditor selection, review scope and public disclosure unresolved.

Samuel Vance-Law, research director at Decentralization Research Center, says the White House’s frontier AI agreement leaves important audit decisions to the companies being reviewed. The [White House AI accord](<https://www.tokenpost.com/news/regulation/29612>) was signed Sept. 29 by Nvidia, OpenAI, Anthropic, Google, Meta and xAI.

The pact does not identify who selects auditors, define what they may examine, require findings to be made public or set penalties for noncompliance, Vance-Law said. He said companies effectively choose their auditors and determine the scope of reviews.

Vance-Law cited an assessment of 16 companies’ progress on the White House’s 2023 voluntary commitments. Their average fulfillment rate was 53%, while eight companies scored zero on helping outside parties identify errors.

He pointed to Enron’s hiring of Arthur Andersen in 2000 as an example of the risks of company-selected audits. Vance-Law called for auditors to choose tests independently, companies to disclose their auditors and review scope, and an independent body to oversee the process.
