> The HKMA designated 12 banks for a new two-year term starting Oct. 27, 2026, when the current term expires.

The Hong Kong Monetary Authority (HKMA) will raise its dedicated repo facility for Hong Kong’s offshore renminbi market to RMB22 billion from RMB20 billion, a 10% increase intended to bolster liquidity and the city’s role in offshore RMB business.

The HKMA designated 12 banks as primary liquidity providers for a new two-year term starting Oct. 27, 2026, when the existing term ends. The banks are Agricultural Bank of China Limited; Bank of China (Hong Kong) Limited; Bank of Communications Co., Ltd.; BNP Paribas; China CITIC Bank International Limited; China Construction Bank (Asia) Corporation Limited; Citibank, N.A.; Deutsche Bank AG; Hang Seng Bank, Limited; The Hongkong and Shanghai Banking Corporation Limited; Industrial and Commercial Bank of China (Asia) Limited; and Standard Chartered Bank (Hong Kong) Limited.

The providers support the offshore renminbi market, also known as the CNH market. The HKMA selected them based on their ability to supply CNH funding, make markets in CNH instruments and their commitment to using Hong Kong as a global hub for offshore renminbi business.

The previous designation covered 11 banks for a two-year term that began Oct. 27, 2024, with a RMB20 billion facility. The new group includes one additional bank, while the facility grows by RMB2 billion.

The HKMA regularly reviews the scheme’s operation and the providers’ performance, including whether to change the number of participating banks or the facility’s size. The new designations and expanded facility take effect Oct. 27, 2026.
