> Ukraine’s latest public update said speeds had not been restored, a day after President Donald Trump said Elon Musk had restored service.

Ukrainian President Volodymyr Zelenskyy said Friday, Oct. 23, speed limits on Starlink and Starshield remained in force, despite President Donald Trump’s statement a day earlier that SpaceX chief Elon Musk had restored service.

Zelenskyy made the statement in an online address posted at 2:51 p.m. ET (18:51 UTC). He said the limits remained and speeds had not been restored.

Presidential adviser Serhii Beskrestnov said Starshield’s service package remained capped at 160 kph (100 mph). He also described connectivity problems for helicopters traveling faster than that threshold. Zelenskyy referred to limits on both services but did not specify a speed for Starlink.

Trump said Oct. 22 that Musk had restored service. On Oct. 16, Trump said he had not ordered the restriction and did not think Musk had either. Defense Secretary Pete Hegseth said Oct. 20 the U.S. had not pulled anything back, referring to service terms without identifying which ones. Secretary of State Marco Rubio said Oct. 21 that neither Trump nor anyone in the administration had requested changes.

Musk wrote Oct. 14 that the U.S. government controls Starshield and that the U.S. military and president set its speed and usage limits. He described Starlink as a commercial service controlled by SpaceX. Rubio has called Starshield a separate defense product from commercial Starlink. Vice President JD Vance said Oct. 22 that Musk could reasonably avoid involvement in a war unless the U.S. government effectively directed him.

Sen. Richard Blumenthal’s Oct. 22 inquiry asks the Defense Department and SpaceX who ordered and implemented the restrictions and seeks an explanation of limits affecting Ukrainian assets from Oct. 10 to Oct. 15. The letter requests written answers by Nov. 5 and a SpaceX briefing by Nov. 12. TokenPost previously covered [Blumenthal’s inquiry](<https://www.tokenpost.com/news/regulation/39434>).
