A Finnish citizens’ initiative seeking tighter rules for data centers had drawn more than 96,000 signatures by Oct. 23, focusing on electricity reliability and environmental costs for local communities.

The initiative asks lawmakers to protect electricity supplies and ensure data centers do not raise prices or reduce power availability for consumers and other industries. It also seeks a fee to compensate communities for environmental harm and resource use.

Google announced its Finland project in September and described it as its largest single investment in Europe. The company valued the plan at about $15.1 billion.

On Oct. 6, the Finnish Licensing and Supervision Authority ordered Google subsidiary Tuike Finland to pause environmentally significant preparation at planned data-center sites in Muhos and Kajaani until required environmental impact assessments are complete. The order, covered in [TokenPost’s earlier story on Google’s Finnish data-center expansion](<https://www.tokenpost.com/news/technology/27907>), followed preparation that included tree removal, topsoil stripping, site roads and storage areas, changes to ditches and culverts, and stormwater arrangements.

Planning, measurements, soil surveys and other minor work that can be easily reversed are outside the pause. The order applies until the required assessments are complete.
