> The Bank of Russia plans a subscription option by late November, with offline-payment tests and new business services in 2027.

Russia’s digital ruble had 270,000 opened accounts as of Oct. 23, less than two months after the first phase of its large-scale rollout began. The Bank of Russia plans to expand the service with a subscription option by late November and additional offerings for businesses in 2027.

Bank of Russia Governor Elvira Nabiullina gave the total at an Oct. 23 press conference. She said 15,000 accounts were associated with legal entities and individual entrepreneurs, without splitting that figure between the two groups. “Interest turned out to be higher than we expected at the start,” Nabiullina said. She also described interest among small and midsize businesses and individual entrepreneurs as significant.

The central bank plans to test offline payments in 2027 and introduce several services for businesses that year. These are future steps; the press conference did not describe them as already launched.

The 270,000 figure counts opened accounts, not transactions. Nabiullina did not give a separate count of accounts in active use or state how much money had moved through the platform. The opening total measures registrations and does not establish how often people or businesses use the digital ruble.

The digital ruble is a central bank digital currency issued by the Bank of Russia and another legal form of Russia’s currency alongside cash and commercial-bank deposits. Users access accounts through participating banks’ mobile apps, while the accounts are held on the central bank’s platform. Individuals can choose whether to use it.

The large-scale rollout began Sept. 1. The first phase made the system available through participating banks’ apps, with later bank and retailer requirements scheduled through 2028. The rollout is still in its early phases.

Personal digital ruble accounts neared 200,000 during the first three weeks of rollout, an [earlier account milestone](<https://www.tokenpost.com/news/regulation/23601>). That figure covered personal accounts, while the new total also includes accounts associated with legal entities and individual entrepreneurs, so the two measures do not show directly comparable growth. The next stated step is the subscription service planned for late November.
