> The measure remains in force as Congress considers 99 amendments and Brazil’s Supreme Federal Court weighs a request to suspend it.

Brazil's 30-day deadline for existing fixed-odds betting authorizations expired Oct. 25 under a measure that remains in force, while Congress and the Supreme Federal Court weigh its future.

President Luiz Inácio Lula da Silva signed Provisional Measure 1,394/2026, published Sept. 25. It prohibits operating, offering, brokering or advertising fixed-odds bets across Brazil, covering sports wagers and online games through physical and digital channels. Foreign operators offering wagers to people in Brazil also fall within its scope.

The measure barred new deposits on publication and required betting sites and apps to go offline after 10 days. Its 30-day period applied to existing authorizations, so Oct. 25 was their deadline to end, not the date the shutdown began.

The measure remains in force, while its lasting status is unresolved as Congress reviews it and a court challenge proceeds. As of Sept. 25, companies had paid R$2.55 billion for 85 authorizations, or R$30 million each. The measure provides no refund or compensation when authorizations are canceled.

In a livestream with federal deputy André Janones and Nath Finanças on Oct. 22, Lula said, in translation: “I can tell you, Nath: betting will not come back. Whoever wants to make money will work.”

As of Oct. 27, Congress was awaiting installation of a joint committee to consider the measure. Lawmakers had filed 99 amendments. The deliberation period runs through Nov. 23, with urgency beginning Nov. 9.

The National Association for Legal Security of Games and Betting (Anseja) has asked Brazil’s Supreme Federal Court (STF) to suspend the measure. Justice Luiz Fux is the case’s rapporteur. The congressional timetable sets Nov. 23 as the end of the deliberation period.
