Abu Dhabi Global Market (ADGM), a financial center in the United Arab Emirates, has classified crypto mining as a licensable commercial activity, placing it under the center’s licensing framework.

The guidance takes a technology-neutral approach and includes proof-of-work and proof-of-stake systems. ADGM’s Registration Authority oversees commercial-activity licensing within the financial center. The framework became effective when published.
