Democrats are considered likely to retake the House as the U.S. midterms put congressional debates over Iran, tariffs, AI data centers and 2027 funding into focus ahead of the Nov. 3 vote.

The Senate contest has tightened compared with a month ago, and the chance that Democrats win both chambers has risen. The outcome could shape the final two years of President Donald Trump’s administration.

Congress could weigh limits on military action against Iran, war funding and defense spending, tariff policy, and rules for AI data centers. Lawmakers also face negotiations over 2027 government funding and the debt ceiling.

Continued Republican control would favor extending tax cuts, deregulation, traditional energy development and current military policies. A stronger Democratic presence could bring closer scrutiny of war funding, major technology firms, financial institutions and health care, while supporting clean energy and health coverage policies.

Oil, gold, U.S. Treasuries and the dollar have different policy paths under the possible outcomes, as do technology, memory, defense, financial and health care sectors.
