> Allocation and confirmation rules for investment firms and their clients start Dec. 7, 2026, before the EU moves in-scope securities trades to T+1.

The European Securities and Markets Authority (ESMA), the EU’s securities regulator, said Oct. 16 that the framework for the bloc’s move to next-business-day settlement is complete. The announcement sets a preparation timeline ahead of the EU’s Oct. 11, 2027, shift from T+2 to T+1 for in-scope securities trades.

T+1 means settlement takes place one business day after the trade date; T+2 allows two business days. It does not mean a trade settles as soon as it is made. A Monday trade in a normal business week would generally settle Tuesday on T+1, while the former T+2 cycle would move settlement to Wednesday.

Most U.S. broker-dealer securities transactions have settled on a T+1 basis since May 28, 2024. The U.S. transition offers a comparison for the EU’s preparations: clearing-fund requirements were $3.7 billion below the previous-quarter average. That figure refers to the specified clearing-fund comparison.

The shorter cycle also raised operational challenges in some processes. The 2024 U.S. transition also highlighted operational challenges for global clients in securities lending and foreign-exchange funding.

The EU’s requirements begin before the settlement change. From Dec. 7, 2026, investment firms and their clients must follow new rules for trade allocations and confirmations. The requirements call for standardized electronic communications and machine-readable methods, except during temporary technical disruptions.

ESMA urged market participants to assess their readiness, complete technical preparations and begin testing across the trading and settlement chain. The first deadline is Dec. 7, 2026; the broader T+1 transition follows on Oct. 11, 2027.
