Binance says it has spent 10 months discussing a licensed model with Malaysian regulators as it seeks to return after the Securities Commission Malaysia ordered it to stop local business and marketing activity in 2021.

Binance described the discussions with the commission and Malaysia’s central bank as covering whether a licensed business could work and how it might be structured. The exchange did not disclose the specific type of license it intends to apply for.

In July 2021, the commission found that Binance had illegally operated a digital asset trading platform and directed it to cease its local business and marketing. The commission removed Binance from its investor alert list in 2024, then added it again in October without explaining the move.

Malaysian lawmaker 林冠英 called for an investigation into whether Binance’s peer-to-peer (P2P) platform enabled ringgit trades through listings denominated in other currencies. Binance said it closed a Papua New Guinea kina market that was informally linked to the ringgit. It said the latest complaint concerned a single ad in a Romanian leu market posted by a non-Malaysian user, and that the case did not show ongoing circumvention of Malaysian law.

Binance said it would continue working with regulators to provide services in compliance with local rules.
