> Amendment 2290 covered company costs tied to AI systems but set no tax rate. The other proposals targeted AI and robotics spending and digital services.

France’s National Assembly on Friday, Oct. 30, rejected a plan to tax company spending on artificial intelligence, while two other AI tax measures failed in committee during debate over the 2027 budget.

Amendment 2290 targeted companies with at least 250 employees in France. It covered expenses for acquiring, leasing or subscribing to AI systems but did not specify a tax rate. The government opposed the measure before the Assembly rejected it.

The finance committee rejected two other measures. One proposed a 1% charge on annual AI and robotics spending above €100,000, including token charges. Tokens are units used to calculate billing for AI model use.

The other proposal would have expanded France’s digital services tax to AI services. Its explanatory text named OpenAI and Claude as examples outside the tax’s existing scope.

All three measures remain unenacted. The proposals came as France’s draft budget projected a 2026 deficit of 5.4% of gross domestic product, above the European Union’s 3% deficit reference value. Public debt was projected at 121.7% of GDP in 2027.
