> The bank expects sweeping federal restrictions to remain unlikely regardless of the election outcome.

Goldman Sachs economists Alec Phillips and Abhay Duggirala see a good chance that the next Congress will pass artificial intelligence legislation, while sweeping federal restrictions remain unlikely regardless of the Nov. 3 election outcome.

Goldman also projected that states may pursue stricter restrictions and that Democrats winning either chamber could lead to investigations of large technology companies. The outlook adds to [Goldman Sachs' earlier midterm outlook](<https://www.tokenpost.com/news/regulation/46146>).

Voters will choose the next Congress in the Nov. 3 midterm elections.
