> The proposal remains based on a seven-step plan Iran submitted in September and links reopening the Strait of Hormuz to U.S. concessions.

Iranian negotiators left Doha on Sunday as a draft U.S.-Iran agreement aimed at ending the war circulated, with its terms linking a U.S. blockade to reopening the Strait of Hormuz and Iran’s oil exports.

The departure did not signal a breakdown in the talks, and another round remains possible. The circulating document is a draft, not a signed agreement.

Iran’s Foreign Ministry spokesperson confirmed that the deputy foreign minister had exchanged messages with Washington through Qatar’s mediation. The discussions remain based on a seven-step plan Iran submitted in September.

The plan calls for the United States to end its blockade of Iranian ports, allow Iranian crude exports under an exemption and lift recent sanctions. Iran would reopen the Strait of Hormuz. The spokesperson said the proposal could be implemented in about two days if Washington meets Iran’s conditions.

The spokesperson also denied that the talks covered transferring Iran’s stockpile of highly enriched uranium. The proposal’s focus on Hormuz shipping and Iranian crude exports links the diplomacy to energy markets and broader risk sentiment.
