> Trading can start on designated contract markets that also hold a specific SEC registration for security futures products.

CFTC Chairman Michael S. Selig said Nov. 3 that perpetual futures tied to individual equity securities can begin trading on eligible U.S. venues, bringing the products within the country’s regulated derivatives markets.

Eligible venues must be designated contract markets registered with the CFTC and dually registered with the SEC as notice-registered national securities exchanges to trade security futures products.

Selig said regulated access would let U.S. investors and traders use the contracts for risk management and price discovery, rather than turn to offshore venues he described as often unregulated.

Selig linked the products to the Commodity Futures Modernization Act of 2000 and a memorandum of understanding between the CFTC and SEC. He said a lack of coordination between the agencies had left security futures and equity perpetual futures in regulatory uncertainty. “The CFTC and SEC have turned the page on that era,” Selig said. He said both agencies are committed to clearer rules and a path to market for innovative products.
