> The Senate voted 49-50 against advancing the Digital Asset Market Clarity Act on Sept. 15.

Democrats are projected to control both chambers of Congress after the Nov. 3 midterms, putting a new majority in charge of congressional crypto legislation when lawmakers convene in January.

Current projections put Democrats above 218 seats, the threshold for a House majority, and at least 54 seats in the 100-member Senate. State certifications remain pending, so the totals are not final.

The shift follows a failed effort to advance the Digital Asset Market Clarity Act. On Sept. 15, the Senate voted 49-50 against invoking cloture on a motion to proceed to H.R. 3633, preventing the bill from reaching debate. The legislation would establish a federal framework for offers and sales of digital commodities involving the SEC and CFTC.

The new majority will shape committee leadership, hearing agendas and which bills receive floor time. Democrats have not announced their crypto priorities or whether they will pursue a revised market-structure bill.

President Donald Trump remains in office. The new Congress convenes in January. The election did not itself enact new crypto legislation or alter agency rules.
