Rep. Yassamin Ansari called for a pause on advanced AI research and tighter industry oversight, sharpening a policy debate as investors question whether heavy spending on AI infrastructure will produce adequate returns.

She also called for a ban on superintelligence, meaning systems with capabilities beyond those of humans. Her position comes as Democrats are expected to take control of both chambers of Congress in January 2027.

Ansari signed onto a bill pushed in September by independent Sen. Bernie Sanders and Democratic Rep. Greg Casar. Rep. Ro Khanna and other Democrats also signed on. The bill would pause training, modification and fine-tuning of advanced systems whose training requires at least 10²⁵ operations.

It would also bar deployment of comparable systems that have not yet been released until a new federal AI regulator sets safety rules. The measure would permanently prohibit systems with capabilities beyond human abilities. Democrats have not agreed on the pause’s scope or duration, or on whether to include a permanent ban on superintelligence. The bill could face a presidential veto if it passes both chambers.

The investor debate extends beyond regulation. Investors are weighing technology companies’ AI infrastructure costs against the revenue and profits those investments may generate. Their concerns include cloud providers’ capital spending relative to operating cash flow and debt-backed expansion by some newer cloud companies.

A slowdown in customer spending could weigh on suppliers such as Nvidia. Investors are also weighing possible federal and state scrutiny of data center approvals, power use and effects on nearby communities.

Nvidia’s next earnings report is expected around Nov. 17. Investors are watching for indications of customer orders and spending on AI infrastructure.
