> The bank expects Democrats to use fiscal deadlines to seek concessions on the Iran war, tariffs and recent spending cuts.

Goldman Sachs said the U.S. midterm outcome could significantly affect rules for artificial intelligence (AI) and data centers, while Democrats' larger-than-expected House and Senate majorities may shape upcoming fiscal negotiations.

The bank expects Democrats to use approaching fiscal deadlines to seek policy concessions. It listed limits on the Iran war, reversing some tariffs and undoing recent spending cuts as possible demands.

Goldman's earlier midterm outlook also projected a chance of AI legislation in the next Congress and possible stricter restrictions at the state level. It said a Democratic win in either chamber could lead to investigations of large technology companies, as described in [Goldman's earlier AI legislation outlook](<https://www.tokenpost.com/news/regulation/46598>).

The current assessment centers on the approaching fiscal deadlines, when Goldman expects Democrats to press for the listed concessions.
