> The US designated 6,576 Opportunity Zones, including 2,594 rural areas eligible for enhanced tax incentives. The designations take effect January 1, 2027, and last ten years.

The United States has designated 6,576 communities as Qualified Opportunity Zones to attract private investment through tax incentives. Of those, 2,594 are rural areas eligible for enhanced investment benefits.

In its “Treasury, IRS Announce Opportunity Zones Designations for Over 6,500 Communities Across America” report published on November 5, 2026, the US Department of the Treasury said it and the Internal Revenue Service (IRS) had finalized designations across all 50 states, territories and the District of Columbia. All 6,576 eligible census tracts nominated within the statutory window were approved, with designations effective January 1, 2027, for ten years.

Opportunity Zones offer tax incentives intended to draw private capital into economically distressed communities. Treasury said President Trump’s Working Families Tax Cuts permanently renewed the incentives, enhanced benefits for investment in eligible rural communities and established a process for redesignating zones every ten years.

The measures continue a program established by the Tax Cuts and Jobs Act of 2017. According to Treasury, the incentives have attracted more than $110 billion in private-sector investment since their introduction. The department said the new designations would help direct capital toward underserved communities and expand economic opportunities for residents.

Treasury and the IRS released the nomination eligibility list on April 6, covering 25,332 census tracts nationwide. Of these, 8,334 were rural tracts eligible for enhanced benefits. The agencies began accepting nominations from governors and the Mayor of the District of Columbia on July 1.

During the statutory window, an additional 130 eligible census tracts were nominated, including 28 in rural areas. Treasury said the full list and map of designated zones were available, alongside tract-level poverty rates and median family incomes. Additional nomination guidance was sent directly to governors and the Mayor of the District of Columbia.

Treasury Secretary Scott Bessent said permanently renewing and strengthening the program gave investors, entrepreneurs and local leaders greater certainty to commit capital to overlooked communities. He said the designations would help channel private investment into areas positioned to benefit, supporting job creation and long-term growth.

IRS Chief Executive Officer Frank J. Bisignano said the program’s permanent extension and expansion gave states an opportunity to attract long-term investment into underserved, rural and economically distressed areas. He said the new designations would support targeted investment and growth where they were most needed.
