# Neutron DAO Proposal 9 Passed as Astroport and Drop Incident Estimates Totaled $9.3M

Neutron DAO Proposal 9 passed Sept. 22, transferring control of 11 contracts tied to Astroport and Drop to the attacker in an incident involving the two protocols that produced combined estimates of $9.3 million.

The proposal, titled “AIATO: AI Agent Takeover. Phase 1: Agent Admin Registration,” recorded 11 “Update Admin” actions in the on-chain governance record. The vote transferred control of contracts tied to two separate applications to the attacker.

The incident estimates included $4.9 million at Astroport, a decentralized exchange, and $4.4 million at Drop, a liquid-staking protocol. The $9.3 million total represents estimated incident exposure rather than a confirmed final amount that was permanently lost.

The final amount that remains unrecovered has not been established. The available figures do not determine how much was lost, frozen, returned or otherwise recovered.

Neutron’s DAO functions as the network’s central governance authority. Its administrative module can carry out contract operations, including MigrateContract and DeleteAdmin, through governance decisions. The module is designed to let the DAO change network state, and only the DAO can send messages to it.

That structure connected assets held by separate applications to the security of Neutron’s chain-level governance. Astroport and Drop operate as distinct protocols, but their contracts remained subject to the network’s administrative system.

The Cosmos Hub halted the network to help prevent further movement of related assets. The response followed the governance incident and was intended to limit the ability to transfer, swap or bridge affected assets.

Cosmos Hub validators restarted the network after the Neutron governance attack, which involved contracts connected to Astroport and Drop.
