# Cosmos Hub Voters Move To Veto Proposal Seeking 1.2 Million ATOM

Cosmos Hub voters are moving to veto a proposal seeking 1,221,120 Cosmos (ATOM) for an address linked to the Neutron governance attack, with the measure already facing overwhelming opposition before voting closes Sept. 30.

By 2:34 p.m. ET (18:34 UTC) Sept. 25, about 95% of the roughly 69.3 million ATOM cast supported “No with Veto.” About 174,300 ATOM backed the proposal.

Proposal 1056, titled “ATOM Refund & Justice Bounty,” would draw 1.72 million ATOM from the Hub’s community pool. The plan includes a 500,000 ATOM bounty for voters who support it, distributed according to staking weight over six months and capped at 5,000 ATOM per voter.

A separate message attached to the proposal requests 1,721,120 ATOM for the submitting address. That wallet differs from the address where validators placed the recovered funds.

After Cosmos Hub halted and restarted its network, validators moved about 1.227 million ATOM from the attacker-linked wallet into a 4-of-6 multisignature wallet. The six signers are Nansen, Keplr, Enigma, Silknodes, Kiln and Polkachu.

The patched software affected exactly one account, and the incident did not result from a vulnerability on the Cosmos Hub. The network restart followed the Neutron governance incident, which gave an attacker control of contracts connected to Astroport and Drop.

About 168,990.9 ATOM later returned to the attacker-linked wallet through THORChain. The wallet then transferred roughly 168,990 ATOM to an Osmosis address over IBC.

Turnout stood at about 21% of staked ATOM on Sept. 25. The proposal fails if turnout remains below 40% of staked ATOM. If turnout reaches that level and “No with Veto” exceeds 33.4% of the vote, the proposal fails and its 500 ATOM deposit is burned.
