Russia struck Ukraine’s energy grid on Sept. 30, killing seven people and forcing emergency power cuts in Kyiv and three other regions as winter approaches.

The attacks hit power facilities in Kyiv and other major cities, marking one of the largest assaults on Ukraine’s energy infrastructure in months. Emergency outages were imposed as nighttime temperatures in Kyiv were forecast to fall below freezing in the coming days.

The strikes also damaged or targeted energy-system facilities and port infrastructure in Izmail, in the southwestern Odesa region. Ukraine has faced repeated attacks on its energy infrastructure since the summer, increasing concerns about winter power reliability.

The latest assault comes after Ukrainian President Volodymyr Zelenskyy warned on Sept. 23 that Ukraine would make winter painful for Russia if the two sides could not reach an energy truce.
