Cardano’s CIP-0113 proposal would let issuers create programmable tokens that enforce transfer rules, including freezes, seizures and forced transfers, without requiring a network hard fork.

The standard is designed for regulated assets. Transfers can require compliance checks, including identity verification or sanctions screening, while issuers can define or update rules through token-specific implementations.

CIP-0113 allows authorized parties to move tokens without the holder’s approval when that power is included in the token’s rules. The standard itself does not determine who may trigger those actions; that authority depends on each token’s implementation.

The standard remains proposed, and its controls depend on each token’s implementation.
