> The rule targets repeated, purposeless cruelty toward Claude models while excluding frustration, criticism, dark creative work, testing and research.

Anthropic will begin enforcing a new restriction on sustained and needless abuse of its Claude models on Nov. 12, 2026, targeting repeated cruelty without a discernible purpose while preserving room for criticism, testing and creative work.

The updated Usage Policy prohibits “sustained and needless abusive or cruel behavior” toward Anthropic’s Claude models. The provision is intended for extreme cases rather than ordinary interactions that involve frustration, disagreement or criticism.

Dark creative themes, model testing and research are also excluded from the restriction. That scope distinguishes purposeless mistreatment from activities that may involve harsh language or difficult subject matter for a legitimate reason.

Claude’s ability to end conversations with persistently abusive users will remain the primary enforcement mechanism. The policy says some Claude models can already end abusive conversations on Claude.ai and Claude Code.

The update also clarifies rules for deceptive campaigns, elections, weapons software, surveillance and other high-risk uses. Those changes reflect Claude’s expanded ability to perform longer and more independent tasks.

The policy does not state that a violation automatically results in a user ban or account termination. It also does not define a precise threshold for determining whether behavior is “needless,” “cruel” or sustained enough to violate the rule.
