> The infrastructure proposal links data and economic systems while mainland China continues to restrict cryptocurrency trading and related financial services.

China has included construction of a national blockchain network among 19 measures in a policy document dated Oct. 9, signaling continued development of blockchain infrastructure without opening mainland China’s cryptocurrency market.

The document describes the network as infrastructure intended to connect data and economic systems as China integrates its real and digital economies. It does not provide funding, a construction timetable, technical architecture or a designated operator.

The policy document does not mention Bitcoin (BTC), Ether (ETH), Tether (USDT), cryptocurrency trading or the legalization of crypto-related financial services.

A Feb. 6, 2026 notice says Bitcoin, Ether and Tether do not have legal-tender status in China. It prohibits activities including fiat-to-crypto conversion, crypto-to-crypto exchanges, crypto trading as a central counterparty, crypto-related information intermediation and pricing services, token issuance financing and trading in crypto-related financial products.

A June 18, 2026 draft defines the proposed national blockchain network as digital infrastructure planned and built under national coordination. It would operate under unified technical standards and access rules, with potential applications involving distributed digital identities, identity verification and verifiable credentials for individuals, organizations, devices and goods.

China began developing the Blockchain-based Service Network (BSN) in September 2018 through a partnership that included China Mobile and China UnionPay. The infrastructure initiative launched publicly on Oct. 15, 2019, and supports uses such as data circulation and digital identity.

The policy documents do not establish whether the proposed national network will use BSN, replace it or connect multiple existing systems.

The latest plan continues [China’s earlier effort to build a national blockchain network](<https://www.tokenpost.com/news/technology/29475>), but it adds no operational details beyond the policy direction. The documents instead draw a clear distinction between blockchain infrastructure and financial activity involving cryptocurrencies.
