> The Dell Technologies CEO said companies should use bounded permissions as opposition to AI data-center expansion intensifies ahead of the November midterm election.

Dell Technologies CEO Michael Dell said Tuesday that artificial intelligence models need safeguards and bounded permissions, arguing government has a role in safety as opposition to data-center expansion intensifies ahead of November’s election.

“Safeguards and controls” are necessary because technology can produce both beneficial and harmful outcomes, Dell said. He compared AI’s potential to other technologies that can help people but also cause damage when poorly controlled.

Dell said companies developing AI tools should establish “bounded permissions” for their systems. He declined to outline specific policies for government, saying he is not a policymaker.

The comments come as researchers and industry experts debate the risks posed by increasingly capable AI systems. The discussion includes concerns about how advanced models could behave with limited human oversight.

Opposition to AI data centers has intensified ahead of the November midterm election, making infrastructure expansion a growing political issue. Dell said the increased attention was “a good thing” and said companies are discussing the concerns with customers.

He pointed to efforts to make systems more efficient and reduce energy consumption as companies respond to the debate. Dell said he does not view the opposition as a major impediment to the company’s outlook for 2027.
