> The 2025–2027 strategy sets a 13 billion dirham investment and aims for full sovereign cloud adoption across government operations.

Abu Dhabi is targeting automation of all government processes by 2027 under a 13 billion dirham digital strategy that also calls for full sovereign cloud adoption across government operations.

The strategy covers 2025 through 2027. Abu Dhabi has also set a goal of becoming the world’s first fully AI-native government by 2027.

The emirate’s TAMM platform offers AutoGov, which can manage recurring services such as license renewals, utility payments and routine health appointment scheduling. Users can set preferences and customize the automation. TAMM is Abu Dhabi’s unified digital services platform.

A Sept. 30, 2025, update counted more than 100 AI use cases across more than 40 government entities. At its October 2025 launch, TAMM listed more than 1,100 public and private services on the platform.

The Department of Government Enablement announced its AiNative training program on Oct. 7, 2026. Developed with OpenAI, Microsoft and Mohamed bin Zayed University of Artificial Intelligence, the program aims to train 20,000 government employees by the end of 2026.

Mohamed Al Askar, TAMM’s director general, said the platform is “moving away from one-off transactions to intelligent journeys that adapt to each person’s needs.”

The announcements set targets but provide no figures for time or money saved by AutoGov or its task success rate. They also do not specify whether residents can opt out of individual automated services or how medical data and consent are handled.
