> The Oct. 9 cumulative tally also included 4.8 million USDM and 201.67 million Cardano (ADA); it does not show current balances or completed vendor withdrawals.

Intersect’s 2026 Treasury Reserve Smart Contract had administered 26.1 million USDCx through Oct. 9, a cumulative total that does not show current contract balances or completed vendor payments. The tally also covered 4.8 million USDM and 201.67 million Cardano (ADA), recording activity across three assets rather than funds available for projects at a particular moment.

Approved governance withdrawals first move into the reserve contract, then pass to project-specific contracts as vendors meet agreed milestones. The reported amount is cumulative across this process, rather than a statement of how much remains in reserve or what vendors have withdrawn. Intersect’s administration team can pause or resume individual payment milestones. A vendor and the oversight committee can also agree to modify or cancel a project.

A separate funding placement put Intersect’s 2026/27 budget and Se7en Labs’ proposal into live on-chain contracts in USDM after they were minted through Moneta. USDM is a dollar-denominated stablecoin. Holding budgets in a stablecoin reduces their direct exposure to changes in ADA’s price.

USDCx follows a separate conversion process. It is backed one-to-one by USDC held in Circle’s xReserve on Ethereum, but it is not directly redeemable for U.S. dollars. USDCx must first be converted into native USDC before it can enter a separate route to bank dollars. A normal burn-to-USDC conversion is estimated to take about two to four hours, including a 400-block finality period estimated at about two hours.

The USDCx bridge has emergency controls separate from the treasury’s project-payment milestones. Circle, Input Output Global and Midgard Labs can pause the bridge during a security incident, suspected exploit or emergency. Circle may delay or deny the release of USDC from xReserve. Input Output Global and Midgard Labs cannot use contract updates to freeze, reverse or redirect user funds. The Oct. 9 tally does not indicate that the bridge is paused or that treasury payments are frozen.
