> The proposed open models would use German industrial data and engineering expertise, with Nvidia’s Nemotron and Cosmos among the possible starting points.

A declaration signed Oct. 19 pairs Nvidia with two German ministries in a plan to develop open AI models for manufacturing, advancing Germany’s effort to apply the technology in industry.

The proposed models would draw on German industrial data and engineering expertise. Nvidia’s Nemotron and Cosmos models are possible starting points for work that also covers other physical applications.

German Chancellor Friedrich Merz urged business leaders to let AI make use of their companies’ data. Nvidia CEO Jensen Huang pointed to Germany’s industrial knowledge as an advantage. “AI can only augment your capability, it will not replace your capability,” Huang said.

The agreement follows [Germany’s earlier industrial AI cloud plan with Nvidia and Deutsche Telekom](<https://www.tokenpost.com/news/technology/32779>). Announced in June 2025, that project envisioned infrastructure developed with German industry. The new declaration sets out a plan for model development.

The plan comes as the European Union phases in its AI Act. Some provisions already apply, while requirements for certain high-risk systems are scheduled to take effect later.

Germany plans to involve researchers, industry and small and medium-sized companies in the model effort through its Industry 4.0 Platform.
