> The policy takes effect Nov. 20 and exempts apps that use OpenAI models only for their own features.

OpenAI will require model routers, AI gateways and similar services to receive prior review and approval before letting third parties directly access its models. The requirement takes effect Nov. 20.

The rule applies to intermediaries that provide access to OpenAI models. An app does not need approval solely because it uses those models to power its own features or functionality.

That distinction turns on whether a service incorporates a model into its own product or gives other parties direct access. Model routers and AI gateways are examples of services covered by the approval requirement.

Other parts of the update address using OpenAI outputs to train other models, protections for children and teens, high-stakes applications, and government uses involving national security, law enforcement and intelligence.

Partners that provide model access must keep safeguards aligned with OpenAI’s, investigate possible violations, respond to concerns and coordinate enforcement across services. The policy aims to keep protections consistent across the different ways people access OpenAI models.

OpenAI announced the revision Wednesday, Oct. 21. The updated policies take effect Nov. 20.
