Starknet holders backed research into making the network an independent, quantum-resistant Layer 1, opening a study of a shift from its current Ethereum scaling design.

More than 93.5% of voting power supported the research proposal. The result does not approve a migration; further governance approval would be needed before any transition.

StarkWare plans to publish a draft white paper in November examining possible technical approaches. Starknet currently operates as an Ethereum Layer 2, a network built on Ethereum.
